The report found that many were operating at partial capacity, in physical disrepair, and with significant human resource challenges, both in hiring and retention. A six-month post hurricane report examined federally funded health centers in the USVI and Puerto Rico to assess their current needs. Physical damage to the already vulnerable healthcare delivery systems severely limited access to and utilization of services. The USVI consists of three main islands––Saint Croix, Saint Thomas, and Saint John––and has been a territory of United States since 1917. In 2017, Hurricanes Irma and Maria destroyed the healthcare infrastructure of islands throughout the Caribbean region, including the United States Virgin Islands (USVI), an archipelago located in the Eastern Caribbean.
